Von der optimierten Lokomotive mit elektrischer Heizeinrichtung beschaffte die DR 709 Maschinen von der Lokomotivfabrik Woroschilowgrad aus der Sowjetunion. Die Höchstgeschwindigkeit wurde auf 120 km/h festgelegt, die Leistung der vielseitig verwendbaren Maschine betrug 3.000 PS.
